(NYSE: MAN), world leader in innovative workforce solutions, and Microsoft, the world’s leading producer of software and software development systems, have announced they are developing joint programs to help young people across the globe to win in the world of work and seize early opportunities for entrepreneurship.

Under a Memorandum of Understanding, cooperation activities will begin in the Middle East and Africa, the global regions with the highest rates of youth unemployment. Microsoft and Manpower are working with other partners to develop a training curriculum for young entrepreneurs that include leading-edge technical, organizational, and business development skills. In addition, they will participate jointly in training, mentoring, career guidance, work-preparation, job-linkage, and entrepreneurship projects for youth, first in the region and then across the globe.

The economic recovery in the U.S. gathered pace in February — with the Bureau of Labor Statistics announcing that job gains occurred in temporary help, manufacturing, construction and several service-providing industries.

The unemployment rate fell again last month by 0.1 of a percentage point to 8.9 percent — its lowest level since April 2009 — as nonfarm payroll employment increased by 192,000 in February. With the jobs market showing improvement, employers now face the prospect of a war for talents as those individuals with in-demand skills become more sought-after and more difficult to find.

Employment services added 29,000 jobs in February and within this sector, temporary employment showed a slight rise. The number of discouraged workers — those who have abandoned their job search because they believe there are no jobs available for them — dropped by 184,000 a year earlier to one million. Next week, Manpower releases its quarterly Manpower Employment Outlook Survey, which measures employers’ hiring intentions for the next three months and serves as a bellwether of labor market trends and activities.

MILWAUKEE, Jan. 7, 2011 /PRNewswire/ — Manpower Inc., (NYSE: MAN) a world leader in innovative workforce solutions, says a greater number of employers are beginning to hire more permanent workers as the December U.S. jobs report, released today by the Bureau of Labor Statistics, showed the economy created 103,000 jobs during the final month of 2010 and the unemployment rate fell by 0.4 percentage point to 9.4 percent.

“Almost a year into the recovery, we are starting to see more of a conversion from temporary to permanent recruitment, which is very encouraging for both employers and workers, and is the key to creating the momentum and confidence needed to drive hiring through 2011,” said Jeff Joerres, Manpower Inc. Chairman and CEO. “Companies are starting to take on more permanent staff as they experience greater demand for their goods and services, and temporary jobs continue to be created as firms see a need to generate more product.”

The number of unemployed people in the U.S. decreased by 556,000 to 14.5 million in December, while the unemployment rate of 9.4 percent is the lowest since May 2009. Temporary hiring, which typically precedes an uptick in permanent employment, increased 15,900 following a surge of 31,100 in November.
